Why Instagram knows exactly who watched
Open a story in the app and your account is written into the owner's viewer list within seconds — name, handle, the works. There's no setting to turn that off. Some people work around it with a burner account, but a second account still leaves a record; it's just a record with a different name on it.

Staying invisible on every device
The viewer behaves the same everywhere, but each device has one detail worth knowing:
On a PC or Mac

Can Instagram tell someone that I looked them up?
No. Instagram has no feature that reports profile lookups or searches to the account owner — and since you never log in here, there's no identity to report in the first place.
Do I need to make an account to stay anonymous?
The opposite — you stay anonymous precisely because there is no account. We don't ask for an email, a login, or any personal detail, and searches aren't tied to who you are.
Is an anonymous Instagram viewer legal to use?
Viewing content an account has made public is fine — it's the same data anyone sees without logging in. What you do with downloaded media is on you: reposting someone's content without permission can violate copyright.
